Dog with Arthritis?Are these symptoms?

My Pomeranian is sorta chubby but not over weight and she is 5 years old.
I have two,and they are sisters,same age but slightly different weight.

My chubby Pomeranian out of nowhere today was in pain. She was fine this morning but when i came back she was yelping and making crying noises. She keeps laying down and her back legs seem like if they are hurting. She was never able to jump very well because her legs are sorta short but now she is having trouble jumping on to her bed.
Is it arthritis? She cant stand for a long time and is laying down a lot.
What do i do? Is Arthritis treatable in dogs?
I love them too much,its hard to see her in pain. :(
Im going to say this: she is happy,wagging her tail and eating/drinking but when she walks she is in pain. she doesnt seem sad or tired. she is breathing correctly and everything. its just the back of her legs.

I do not like these forms of traditional medicine because of the possible adverse side effects. In some cases there may not be many options but in other cases there are other things  you can do.
